How Many Times Can a Person File an RTI Application in India?
Under the Right to Information Act, 2005, there is no restriction or numerical limit on how many RTI applications a citizen can file.
That means legally:
- You can file multiple RTIs in a month
- You can file multiple RTIs in a year
- You can file RTIs on different subjects
- You can even file follow-up RTIs on the same issue
There is no section in the Act that limits the number of applications.
What the Law Actually Says
🔹 Section 3
Every citizen has the right to information.
🔹 Section 6(1)
A person may make a request in writing or electronically to the Public Information Officer (PIO).
The Act does not mention any cap or frequency restriction.
So legally speaking, you can file RTIs as many times as required.

But There Are Practical Limitations
Although there is no limit, authorities sometimes raise objections in these situations:
Repetitive / Identical RTIs
If you repeatedly file the same RTI after receiving a proper reply, the department may reject it saying:
- Information already supplied
- No new material available
However, they cannot reject simply because “you filed too many RTIs.”
Frivolous or Vexatious Use
If someone files hundreds of RTIs with intent to harass, some departments may argue “misuse.”
But important point:
The Central Information Commission and various High Courts have clarified that:
The RTI Act does not impose numerical restrictions.
Still, misuse arguments may arise in extreme cases.
Different Departments = Separate RTIs
If your issue involves:
- Police
- Revenue Department
- Municipal Corporation
You must file separate RTIs to each authority because each holds different records.
Can Filing Too Many RTIs Create Legal Trouble?
Normally, No.
You cannot be penalized just for filing many RTIs.
But problems may arise if:
- You use abusive language
- You threaten officials
- You file hundreds of RTIs daily with harassment intent
Courts generally protect genuine information seekers.

What If RTI Is Not Answered?
If no reply within 30 days:
- File First Appeal (within 30 days)
- If still no response → File Second Appeal to:
- Central Information Commission (Central matters)
- State Information Commission (State matters)
When Is It Smart to File Multiple RTIs?
You may need multiple RTIs when:
- You want documents from different departments
- You are tracking delay in one matter
- You need certified copies separately
- You are collecting evidence step-by-step
- You are preparing for court case
Many activists and journalists file multiple RTIs legally and successfully.
